API key access is not enabled in this environment yet
The public API is available, but self-serve key issuance is disabled in this environment. Existing keys still work as RPC node URLs and with the same `/api/v1` base plus `X-Starkscan-Api-Key` header across JSON-RPC, REST, SDK, CLI, and hosted MCP.
